Our first year’s work has helped us to develop the following three areas of focus, within which we are starting to identify projects. In line with one of our core principles to learn by doing, these are not definitive programmes of work for the next four years, but our first tranche of activities.


Area of focus 1. Equipping for resilience: tools and approaches, technology and education needed to make resilience tangible, practical and relevant.

Our approach: This opportunity to create value comes by equipping experts and decision makers with the tools, approaches, technology, and educational practices needed to put resilience into practice. This speaks directly to providing clarity on the key concepts that matter to professionals, be they designers, engineers, asset owners or investors, for what to do differently on Monday morning if they wanted to enhance resilience of their work and with their work, whether on projects, investments or operations.

Project 1.   Tools and approaches – we aim to identify and assess tools and approaches that contribute to enhancing resilience of critical infrastructure and make them accessible to those who will benefit.

Project 2.   Transformative technology for resilience building – we want to work  with selected partners to define a competition around the use of transformative technologies rather than invention of new technologies.

Project 3.   Resilience-based education – from our work with practitioners we want to contribute to the discussion of what more or different might be needed from educational institutions.


Area of focus 2. Incentivising for resilience: Incentives that drive decision making including standards, policy, finance and insurance.

Our approach: Our second area of work focuses on answering the questions: What is resilience worth? To whom? and, How do we know? Understanding how the different actors involved in critical infrastructure would respond to these questions will inform future work with those responsible for incentivising resilience, from codes and standards and policy makers, to the insurance and finance industries.

Project 1.   What is resilience worth? – This is about understanding the economics of resilience. We know there is a lot of activity in this area, and we want to tap into this and bring different perspectives into the same room. Scaling it up – we understand that bringing resilience thinking into the mainstream of critical infrastructure projects requires a combination of ‘carrots’ and ‘sticks’ and we want to start exploring these with those activitely working in this area.


Area of focus 3. Collaboration for resilience – transferring learning from one sector to another, and exploring infrastructure interdependencies. 

Our approach: We will apply resilience in practice in different sectors working with sector leaders. Our starting point is the water sector, where we will both test our ideas and understanding, and continually seek to transfer learning to other sectors.

Project 1.   Resilient water governance at the watershed scale – to develop a water governance approach that improves the resilience of the urban water system.

Project 2.   Resilient water governance at the global scale – a water focused science to policy to practice influence effort, to build understanding and adoption of resilience concepts, measures, design approaches and investment guidance.


Working with us

Each programme will generate project funding opportunities. The first round of funding took place in 2017 with ten scoping studies papers commissioned. These are published in short form on this site along with other research outputs.


Expressions of interest for next funding rounds:

Calls for proposals will come throughout the year.  We propose to issue expressions of interest at regular intervals, to use a mix of direct award, open calls, competitions round tables and other events. Our funding opportunities will range in size and duration and are likely to increase in frequency as the momentum builds up.
